Political cooperation
Diplomatic relations between Belarus and Iran were established on March 18, 1993. On March 8, 1998 the Embassy of Belarus was opened in Tehran. Since February 2001, the Embassy of Iran has been working in Minsk.
Top level contacts
A high level of political contacts between Belarus and Iran has been reached. Three visits of the President of the Republic of Belarus to Iran (1998, 2006 and 2023) and three visits of the presidents of Iran to Belarus (2004, 2007 and 2025) were held. President of the Republic of Belarus Alexander Lukashenko regularly meets with the presidents of Iran at BRICS, SCO, and other multilateral summits.
On November 22–23, 2022, Prime Minister of the Republic of Belarus Roman Golovchenko made a visit to Iran.
On October 17, 2023, First Vice President of the Islamic Republic of Iran Mohammad Mokhber made a return visit to Belarus.
On November 18, 2025, Prime Minister of the Republic of Belarus Alexander Turchin met with First Vice President of Iran Mohammad Reza Aref on the sidelines of the The Council of Heads of Government of the The Shanghai Cooperation Organization Member States in Moscow.
Foreign ministries cooperation
A constructive dialogue is maintained between the foreign ministries of Belarus and Iran.
In 2026-2030 countries implemented the Cooperation Program of the Foreign Ministries. Political inter-ministerial consultations at the level of deputy heads of ministries of foreign affairs are being held on a regular basis. On December 17, 2024 Tehran hosted the seventh round of political consultations between the Ministry of Foreign Affairs of the Republic of Belarus and the Ministry of Foreign Affairs of the Islamic Republic of Iran. The heads of Belarusian and Iranian delegations Sergey Lukashevich and Majid Takht Ravanchi discussed international and regional issues, emphasized the need for active development of bilateral cooperation.
On October 26–27, 2022, the official visit of the Minister of Foreign Affairs of Belarus Vladimir Makei to Iran was organized.
In 2024–2025, a number of contacts took place between the heads of the two countries' foreign ministries on the sidelines of bilateral and multilateral events.
On December 14–15, 2025, the Minister of Foreign Affairs of Iran Abbas Araghchi made an official visit to Belarus.
Inter-parliamentary cooperation
In February and August 2017, the Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus M.Myasnikovich officially visited Iran. On September 6-8, 2018 the Iranian Parliamentary delegation headed by the Chairman of the Assembly of the Islamic Council of Iran Ali Larijani visited Belarus. The head of the Iranian delegation met with the President of the Republic of Belarus Aleksandr Lukashenko, the Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus Mikhail Myasnikovich and the Chairman of the House of Representatives of the National Assembly of the Republic of Belarus Vladimir Andreichenko.
There is an interparliamentary friendship group of Belarus and Iran. On June 11-12, 2019 the delegation of Belarusian parliamentary working group on cooperation with Iran headed by delegate of the House of Representatives of Belarus Peter Solovyev visited Tehran. During the visit meetings with the Chairman of the Islamic Council Assembly Ali Larijani and the co-chairman of parliamentary friendship group Ramezan-Ali Sobhanifar were held.
On July 12-14, 2022, the Belarusian parliamentary delegation visited Belarus, headed by the head of the working group on cooperation with the Assembly of the Islamic Council of Iran visited Tehran. A return visit by an Iranian parliamentary delegation led by the head of working group on cooperation with the Parliament of the Republic of Belarus took place in Minsk from July 20 to 24, 2025.
On August 5, 2021, during a visit to Tehran, a meeting was held between the Chairman of the House of Representatives of the National Assembly Vladimir Andreichenko with the President of the Islamic Republic of Iran E. Raisi, as well as with the Chairman of the Assembly of the Islamic Council Mohammad Bagher Ghalibaf.
From July 30 to August 1, 2024, a Belarusian delegation led by the Chairman of the Representatives of the National Assembly of the Republic of Belarus Igor Sergeyenko visited Iran to participate in the inauguration ceremony of the President of Iran. During the visit, Igor Sergeyenko met with the President of Iran Masoud Pezeshkian and the Chairman of the Assembly of the Islamic Council Mohammad Bagher Ghalibaf.
On July 3, 2026, the official delegation of the Republic of Belarus headed by the Chairman of the Representatives of the National Assembly of the Republic of Belarus Igor Sergeyenko took part in the farewell ceremony for the deceased (February 28, 2026) Supreme Leader of the Islamic Republic of Iran Ali Khamenei.
High level exchange of visits
Belarus and Iran maintain a high level of delegation exchanges.
The following bilateral commissions are in operation:
— The Joint Belarusian-Iranian Commission on Economic Cooperation, the 18th meeting of which was held on December 8-9, 2025, in Tehran;
— The Joint Belarusian-Iranian Commission on Cooperation in Higher Education, Science, and Technology, the 8th meeting of which was held on June 17, 2026, in Minsk.
Collaboration at the international level
Belarus and Iran closely cooperate on international platforms, providing mutual support to countries’ representatives in such international organizations as ECOSOC, UNESCO, UN HRC, Universal Postal Union, etc.The legal framework for bilateral cooperation covers more than 30 interstate and interdepartmental agreements.
Interregional interaction
Twin-city relations are established between Minsk and Tehran, Gomel region and Mazandaran region, Mogilev and Tabriz.
