Successor to #5519

  • Add __version__ attribute
  • Add some structured data types
  • get c_int and c_float working
  • get create_string_buffer working out of scope for this pr
  • get LoadLibrary working
  • Add some constants ctypes wants to import
  • Stub some more functions

The following works now (I've added it to extra_tests):

i = c_int(42)
f = c_float(3.14)
assert i.value == 42
assert f.value == 3.14
