I'm not sure on the procedure for backports to 3.4/3.5 anymore. In the past I applied these changes to any non EOL Python. Do we want this applied to 3.4 and 3.5? I guess @larryhastings has to do that? |

As a process enhancement, I've just submitted a PR to pip's release docs that add a step to make this PR for each pip release, as part of pip's release process - pypa/pip#6017. |
