3.14 and 3.15 have not been released yet. Let's wait for their release.

Why require 3.11 if 3.10 is enough?

It seemed that the two Tools/build/ scripts required 3.11, though looking closer they don't use PYTHON_FOR_REGEN, so I will restore 3.10.

3.14 and 3.15 have not been released yet. Let's wait for their release.

I'm not sure I follow this reasoning, the most recent updates have all been before release. #104488 was before 3.12b1, 500b0f4 was done in 3.13.0a0.

I think that was premature. Otherwise we could have just added 3.16, 3.17, ..., 3.99.
