Follow on from #143068.

  • Fix zizmor: Replace shell: cmd with shell: pwsh
  • Fix Ruff's FURB101: Path.open() followed by read() can be replaced by Path("Doc/sphinx-warnings.txt").read_text(encoding="UTF-8")
  • Update other pre-commit hooks
