蕾切尔·简·里夫斯（英語：Rachel Jane Reeves；1979年2月13日—）是一位英国工黨籍政治人物，现任財政大臣、英国下议院西利茲選區议员。
李韻晴从2013年开始担任影子就業及退休保障大臣，后于2015年因产期临近而暂时离任，但杰里米·科尔宾当选工黨黨魁之后并未将其召回影子内阁。里夫斯还于2017年至2020年担任商务、能源和产业战略专责委员会主席。[1]
在2024年英国大选中，她成功连任西利茲選區议员，并伴随工党的压倒性胜利被任命为英国財政大臣，成為該職位設立逾800年來首位女性任職者。[2]
作為財政大臣，李韻晴強調財政紀律、債務控制和市場信心。為遵守財政規則，她多次尋求透過加稅、削減部分福利和控制公共開支來修補財政缺口，因此被部分評論者批評帶有緊縮色彩。[3][4]她於2024年10月發表任內首份財政預算案，推出自1993年3月以來最大規模的預算案加稅措施。她於2025年11月發表第二份財政預算案，再次推出加稅措施，其財相任內支持率亦跌至有紀錄以來最低水平。
早年经历
[编辑]李韻晴生于伦敦东南部的刘易舍姆，双亲名为格雷厄姆和萨莉·里夫斯。[5][6]后就读于临近市区布罗姆利的Cator Park School for Girls，在中学时，里夫斯取得英国女子国际象棋协会组织的英国14岁以下女子国际象棋比赛冠军。[7]
李韻晴自称她自己和妹妹埃莉·里夫斯倾向于社会民主政策是受到父亲的影响。她回忆起八岁时父亲格雷厄姆如何指着电视屏幕上的时任工黨黨魁尼尔·基诺克并“告诉我们那是我们投票支持的人”。[8]里夫斯于16岁加入工党。[9]
李韻晴曾就讀於貝肯納姆的卡特公園女子學校，[10] 在A-level考試中修讀數學、進階數學、經濟及政治，並取得四科全A的成績。[11] 她曾於1997年英國大選期間為工黨助選。[12] 里夫斯其後進入牛津大學新學院修讀哲學、政治學及經濟學（PPE），並於2000年6月取得二級甲等文學士學位。[13] 2003年至2004年間，她在倫敦政治經濟學院修讀經濟學碩士課程，畢業成績為優良（merit）。[14][15]
2000年至2006年间，里夫斯在英格兰银行和位于英国驻美国大使馆担任经济学家。[16]
政治生涯

[编辑]2010年，里夫斯代表工党参选利兹西选区议员，同年5月6日的选举中，里夫斯以42.3%得票率当选。[17]同年10月，里夫斯进入工党影子前座团队，被任命为影子养老金事务部长。[18]
任内，里夫斯就联合政府的财政紧缩措施多次在议会提出质询。2011年10月，她在下议院有关“就业与增长”的辩论中表示，政府政策正令家庭与养老金领取者承受生活成本压力，并主张通过征收银行奖金税为就业计划提供资金。[19][20][21]同年10月，工党领袖埃德·米利班德改组影子内阁，将里夫斯从后座议员提升为影子财政部首席秘书。[22]2012年3月，里夫斯在议会辩论中引用财政研究所的数据，指出联合政府预算中削减福利与公共服务的部分对低收入家庭的冲击最大。[23][24][25]
2013年10月，米利班德第二次改组前座团队，里夫斯转为影子就业与养老金大臣。[26]2015年5月大选中，里夫斯在利兹西选区以48%得票率再次当选议员。[27]
影子财相

2020年4月，斯塔默当选工党领袖后，[28]任命里夫斯为影子财政大臣。[29][30]里夫斯上任后与斯塔默共同调整工党经济政策方向，放弃此前部分国有化主张，转向强调财政纪律。[31][32]2021年工党年度大会上，里夫斯在发言中提出工党将聚焦经济增长为政策优先项。[33][34]
个人生活
[编辑]李韻晴与公务员尼古拉斯·乔伊西[35]结婚，乔伊西为戈登·布朗的私人秘书兼演讲撰稿人。[36]婚后定居于利兹和伦敦的布拉姆利。 [37][38]里夫斯于2012年诞下一女。[39][40]2015年又得一子。
李韻晴的妹妹埃莉·里夫斯同为工党下议院议员，埃莉的配偶約翰·克萊爾为国会工党主席。[41][42]
爭議

[编辑]2025年，英國廣播公司（BBC）指出里夫斯自稱曾經在英格蘭銀行擔任經濟師近十年，但這說法與她的領英上的履歷不符。她在該網站上的個人檔案顯示她於2000年9月至2006年12月間任職英格蘭銀行，即是她實際上任職該處的時間只有5年7個月，更有消息指她實際上已於2006年3月離職。之後里夫斯加入哈利法克斯銀行，LinkedIn顯示她2009年12月離職，但她實際上已於該年5月離職。該篇報道刊登後，里夫斯的LinkedIn履歷被發現已經被修改，她本人則指是「團隊行政錯誤」，未經她過目核實便上載。
另外，BBC的報道亦指出里夫斯亦曾因胡亂申報開支被舉報而要接受公司調查，她被指花上幾百英鎊購買手袋、香水、耳環、紅酒等禮物送給同事及上司，之後向公司報銷相關開支，但她聲稱目的是希望提高團隊士氣。對於這些指控，首相斯塔默回應仍然認為里夫斯「為人可信」，對其行為沒有任何憂慮。[43]
