I am posting the final version of the patch complete with the NEWS entry.  Compared with the previous patch, issue24773-final.diff contains a fix for a reference leak.

I would like to use this opportunity to thank Zachary Ware for providing a Windows VM with a complete Python development setup, as well as everyone who participated in PEP 495 discussions and code reviews.
