Tracking pip support in RustPython

Yes, we are almost there. But still many issues are scattered on multiple projects outside of RustPython.
This issue is tracking the status of related issues.

• windows pip requires ctypes --install-pip fails on Windows #2671

  • patch platformdirs: Allow working without ctypes tox-dev/platformdirs#275
  • vendor updated platformdirs in pip: Upgrade various vendored dependencies pypa/pip#12670
  • New pip release
  • another patch platformdirs: Fix no-ctypes fallback on windows tox-dev/platformdirs#403
  • vendor updated platformdirs in pip:
  • Check if PipConsole safely avoid ctypes features from rich pypa/pip#13686 is acceptable from PIP.
    • Otherwise find a better way
  • New pip release

• macos wheel requires ctypes

  • patch wheel: Allow bdist_wheel working without ctypes pypa/wheel#613
  • New wheel release

• setuptools requires ctypes Package installation error with PIP #2721

  • patch platformdirs: Allow working without ctypes tox-dev/platformdirs#275
  • vendor updated platformdirs in setuptools [FR] Update platformdirs to 4.2.2 pypa/setuptools#4461
  • New setuptools release

• Upgrade ensurepip with above updates

• Fix get-pip AttributeError when using pip==25.0.1 #5584

  • Add CI to run get-pip Enable PIP test on windows #6211
