Add materialize and materialize-incremental rest endpoints

In multi clustered environments when managing all cronjobs with cron orchestrator tools facing restricted network access to some resources. We use the Rest interface for most important CLI commands as materialize and materialize-incremental.

adding two endpoints to Python server
