The .github/workflows/reusable-emscripten.yml change was not backported since 3.14 has no Emscripten CI on GHA.

Oh sorry, I enabled auto-merge and I was away from my laptop when you wrote your comment. Can you update PR gh-146331 to include the .github/workflows/reusable-emscripten.yml change?
