Reenable 32bit Linux tests

uv supports both installing 32bit versions explicitly (e.g. cpython-3.11.5-linux-x86-gnu) and referencing installed versions (as the ones provided in the Github images).

Additionally, prefer32bit is not allowed anymore on libraries and has to be removed.
