Modularize scijava-taglets

As explained in 764298e, the scijava-taglets component no longer has a module-info.java, due to a bug in the maven-javadoc-plugin. Once the javadoc bug is fixed (which we might need to do ourselves), we can remodularize scijava-taglets.
