Enable hints recovery from YAML

We cannot currently declare hints within the YAML and have them be registered to the OpInfo, e.g. forbidding their own adaptation.

The main question is, should the hints be a top-level (optional) list entry in the Op YAML descriptor, or should they go within the tags dictionary? I lean towards the former...
