#749 is currently blocked just by older Swift compatibilities, but it doesn't have much value in maintaining support for them, so just drop them.
6.2.x was a very unfortunate release channel and we couldn't land swiftlang/swift#83950, so 6.2.x's concurrency global executor integration is completely broken. It's a good time to bump the min-supported Swift version to 6.3.
