Release 2026-03 follow-up

wanted:

• reducing the number of objects per release by 25%: no more requirement fiie.
• wppm usable in jupyterlite and xeus: from wppm import piptree;pip = piptree.PipData();print(pip.down('.'))
• numpy-2.5, if suppoted by numba
• Python-3.15.0rc1 with binary packages
• ai local
• simplify WinPython maintenance

remark:

• python-3.15 with free-threading should get massively rapid adoption, because of speed-up
• windows on arm shall get a boost
• jupyterlite / pyodide, because of PEP-783, shall get a massive boost.. on python-3.14 base
